Final Evaluation of RATN Strategic Plan 2009-2014

EVALUATION SCOPE AND OBJECTIVES

The 2009-2014 Strategic Plan – Developing Capacity of HIV and AIDS Programmes in Eastern and Southern Africa, is RATN’s second Strategic Plan since inception in 2003.The first Strategic Plan 2004-2008 focused largely in transforming from a project to an independent and sustainable network with a critical base of membership across the region.

Building on the successes of the first Strategic Plan, the current Strategic Plan largely focused on (i) growing the network and improving network functionality through innovative approaches to collaboration and information sharing, (ii) increasing visibility of the network through advocacy and partnerships, (iii) strengthening capacity of member institutions through the development and delivery of quality assured and evidence-based training courses and (iv) influencing the capacity building agenda in the region through research and partnerships at country and regional levels.

In addition to examining the relevance, effectiveness, sustainability and impact of the implementation of RATN’s Strategic Plan 2009-2014, a major objective of this evaluation is to identify lessons learned, innovations and emerging issues in implementation of the Strategic Plan. This evaluation has also paid special attention to identifying RATN’s value-addition to capacity building initiatives and HIV and AIDS response in the region.
